On February 29, 2016, the new director of the Science and Technology Bureau of Jiayang City, Luo Baolin, conducted a thorough investigation at Hubei Deyi Zhi Precision Machinery Co., Ltd., offering encouragement and support to the company. 
Early in the morning of the 29th, De Yi Zhi Company had just started work. Comrade Luo Baolin, accompanied by Director Jiang Shouqiang of the Bureau who was in charge of intellectual property affairs, took a simple vehicle and went to the production line of Hubei De Yi Zhi Company located in the Science and Technology Incubation Park in Zao Yang City to conduct in-depth research activities. 
Upon hearing the news, the company's executive rushed to the workshop to report on the company's work since the beginning of the year and its business situation over the past two years. When he learned that the company had successfully obtained 20 utility model patent authorizations from the National Intellectual Property Administration and achieved fruitful results in product research and development within just two years of its establishment, he gave the company a high evaluation. Then, Director Luo focused on inquiring about the company's intellectual property work and discussed how to carry out patent application work. He also understood and evaluated each of the patent projects the company planned to apply for in 2016, providing very good guiding opinions. Finally, he encouraged De Yi Zhi Company to keep up the good work and do a better job in patent application, striving for even greater achievements in 2016. He also expressed that the Jiaoyang Science and Technology Bureau would provide strong support and assistance. 
In early February of the previous year, the company intended to expedite the review process for 10 invention patents submitted in 2015. However, due to a lack of knowledge about the procedures and methods, they sought help from the Science and Technology Bureau. When Luo, the director on duty during the Spring Festival, received their request, he immediately summoned Jiang Shouqiang, the deputy director in charge of this matter, and specifically arranged and detailed the support for De Yi Zhi Company. He also personally coordinated the allocation of funds and the relevant personnel from higher-level units, enabling De Yi Zhi Company to smoothly commence the preparatory work for the expedited review process.
